agreed with
others to
return to this
area, to kill
whoever they
could and the

found in the
search of his
residence, I
conclude he
should be
detained.

Kelly. I will
issue a
written order.

down the doors
and climbed up
the back part
of the Capitol
building and
got all the
way into the
chambers.”
