Nov 14 – Two defendants
charged with stealing NYC
Human Resources Administration
checks were presented late on
November 14 in the U.S.
District Court for the
Southern District of New
York's Magistrate Court. They
were named in the same case,
but there were differences.
Abrahim Dukuray needed an
interpreter; his Criminal
Justice Act lawyer told
Magistrate Judge Katharine H.
Parker that he has no passport
to surrender.
Aboubakar Bakayoko retained
his own lawyer, one on the CJA
panel, with his own money. He
was given four fewer days than
Dukuray to find the two
financial responsible people
to sign the $40,000 bond he
was released on.
As the two men joined their
families and friends sitting
on opposite sides of the Mag
court gallery, another
Assistant US Attorney went
forward with warrants for
Judge Parker to sign. Here's
what their office says of this
case:
"Since in or
about 2015, more than 4,000
HRA rent supplement checks
worth more than $2.7 million
were fraudulently deposited
into more than 50 bank
accounts. CONDE,
DUKURAY, KEITA, TOURE, and
BAKAYOKO were part of a scheme
to open these accounts using
fictitious identities, obtain
HRA supplement checks that
could not reach their
destination, deposit the
checks into bank accounts, and
then quickly withdraw
cash." But their
presentment was not
quick. US v. Conde, et
al., 19-cr-808 (Caproni /
Parker).
