Loretta A. Preska held a
proceeding. Inner City Press

moving toward trial or
settlement on "Phase 1."
The discussion on
April 4 included a program
under which inmate train dogs,
that they cannot have a dog
run where prisoners exercise
since the dogs "do their
business."
