SDNY COURTHOUSE,
Dec 9 – Andrew Ramsay was
sentenced to life in prison in
1998 after being convicted of
murder after a jury
trial.
On December
9 U.S. District Court
for the Southern District of
New York Judge Jed S. Rakoff
held oral argument on Ramsay's
application for compassionate
release.Inner City Press
covered it.
Judge Rakoff, who
had signed the life
imprisonment order in 1998,
spoke of how if he'd had the
discretion he might have
imposed 30 years. Ramsay has
already served
28.
There is now a
mitigation report, by Conrad
Lindo LMSW, that "Andrew
reports a childhood history of
head injury.
He said there was
an incident that occurred when
he was dropped on his head
while he was staying with his
maternal grandmother in
Jamaica... A head injury can
have significant effects on
brain / neurological, mental,
emotional, behavioral
functioning."
Judge Rakoff
thanked the lawyers and said
he will have a decision soon.
