The day after
the Sudan and
South Sudan
communique
of the African
Union's Peace
& Security
Council
was
presented
during the UN
Security
Council's
consultations,
additional
information
but it seems
no draft
resolution
emerged on
Wednesday
morning.
African
sources
tell Inner
City Press the
PSC is sending
a delegation
to Khartoum to
present and
"sell" the
plan. Salva
Kiir is
reportedly
leaving China
early to
return to Juba
to consider
the plan.
On
the matter of
the damage to
the oil
facilities in
Heglig, a
Permanent
Representative
on the UNSC
told Inner
City Press the
issue has been
under
discussion,
including
alongside a
working lunch
Tuesday --
another
Council member
puts the
damage toll at
$2 billion
dollars.
Inner
City Press
asked US
Ambassador
Susan Rice on
her way into
the UNSC at 10
am if
she'd heard
from South
Sudan or Sudan
if they accept
the AU Plan.
""I'm not
consulting
with them,"
Ambassador
Rice
replied.
Some
three hours
later when the
UNSC session
on the US'
strangely
named debate
on
"Illicit
Flows"
suspended
until 3 pm,
Inner City

again asked
Ambassador
Rice about
Sudan. She
said that
while the US
"has the pen"
on Sudan in
the Council,
it's not only
South
Sudan they
don't consult
with but other
non Council
members.
Ambassador
Rice
indicated that
Security
Council
members or
member who are
also in the
African Union
or its Peace
& Security
Council keep
the UNSC
informed.
Some
Council
member feel it
is not moving
fast enough,
that the AU
plan has some
deadlines as
early as 48
hours but the
UNSC is not
yet moving.
