UNITED
NATIONS,
December 8 --
After her
report on
Syria, Navi
Pillay the UN
High
Commissioner
for Human
Rights will be
briefing the
press in New
York on
December 9.
Now a request
has been made
in the UN
Security
Council to
have Pillay
brief the
Council.
US
Ambassador
Susan Rice,
asked if she
thought Pillay
should brief
the Council,
said "We think
she should."
UK
Ambassador
Mark
Lyall Grant
told the Press
that he think
it will
happen, but
members
have to ask
their
capitals.
And
Brazil's
Deputy
Permanent
Representative
Regina Dunlop
told the
Press, "we
are going to
consult our
capital."
While
Brazil
often takes
the side of
what one
Security
Council
Permanent
Representative
dismissively
calls the
"human rights
industry,"
in this case
Brazil has
been part of
the initiative
of IBSA, along
with South
Africa and
India.

One
wonders if the
three IBSAs
will have a
common
position when
consultations
on whether
to have Pillay
brief resume.
There is also
the question
of China and
Russia, which
has the
Council
presidency
this month.
