Minutes after
Inner City
Press published
the
UN Security
Council's new
Syria draft,
which omits
Paragraph 7(b)
about
"delegation by
the President
of Syria of
his full
authority to
his Deputy,"
French
Ambassador
Gerard Araud
came
out of the
Council.
Inner
City Press
asked Araud,
if you agreed
to take out
delegation of
power by
Assad,
how can you
claim it is
still in the
draft?
Araud
said, "We
didn't drop
the transfer
of power."
But
Paragraph 7b
is gone, Inner
City Press
pointed out.
"But
7a
also, and 7c
also," Araud
said. "We are
supporting the
plan, and in
the plan you
have the
transfer of
power."
Another
Western
diplomat on
the Council
argued to
Inner City
Press that
Arab League
Secretary
General Nabil
Elaraby talked
about a
delegation by
Assad to
his deputy,
implying it
would be
temporary.
A
non-Western,
BRICS diplomat
scoffed to
Inner City
Press that
"only one or
two
members of the
Council will
claim that the
delegation of
power is
called for by
this
resolution --
it is not."

single text,
there are
ALREADY
divergent
interpretations.

continue,
