UNITED
NATIONS,
May 10 -- With
terrorism the
subject of a
UN Security
Council
session on
Thursday
morning,
Russian
Permanent
Representative
Vitaly Churkin
told Inner
City Press on
his way into
the chamber
that
he would be
circulating to
the Council a
draft press
statement on
the
"terrorist
attacks" in
Damascus,
including the
death of
children.
Churkin
stopped and
read out word
for word the
Council's
boilerplate
language about
terrorism
never being
justifiable.
By
contrast
German
Ambassador
Peter Wittig
on his way in
while
comdemning the
Damascus bombs
said that
Assad's
"failure to
comply" had
"fueled" this.
Is that a
justification?
At 1 pm a
Permanent
Representative
told Inner
City Press
that Russia's
draft "has
been
circulated."
There are
previously
scheduled
afternoon
consultations.
Once
inside the
Chamber in the
open meeting,
Churkin took
on another
subject and
target, saying
that Sweden
has not
complied with
Paragraph 6 of
Resolution
1989 in not
shutting down
the website
"Caucasus
Emirates."
Paragraph
6 is
read as
including
Internet
hosting as the
type of
service that
cannot
be provided to
a group on the
terrorism
list.
Some
wonder if non
UN members, or
de facto
territories
like Azawad,
are bound by
this:
can one
imagine server
farms in
Timbuktu?
There
was a long
scheduled
visit by CTED
to three
Scandinavian
countries set
for next
month,
confirmed to
Inner City
Press by
Ambassador
Churkin on his
way
out of the
Council.

that Russia
has asked for
a Resolution
1989
expert to go
along,
specifically
on the issue
of this
website in
Sweden.
