Privatization To France Continues

whole UN
system has
been corrupted now
into,
including
UNESCO.
For
more than 70 years UNESCO has been an
intergovernmental organization. In only two
years, the Agency has become progressively a
branch office of the French government. Even
worse, the latest news show that it turns to
be a privatized body by the family and friends
of the French DG Audrey Azoulay. Thus, in
reviving the spirit of Mosul, and filling up
her French friends’ wallets, DG Azoulay is
actually killing the spirit of
UNESCO.
From doing the inventory in-house by a French
company to spending public tax-payers money on
lousy activities implemented together with
LVMH - the world's largest luxury-goods French
company owned by Bernard Arnault - , DG
Azoulay is nowadays in real business. Soon,
after changing the logo, the acronym of the
organization will be spelled out differently.
Under DG Azoulay, UNESCO will become
UNES&Co. All her failures to manage the
Organization are on purpose. By creating a
toxic working environment and atmosphere, the
French DG is getting rid easily of the serious
and UN-devoted staff. Some 50 people left
UNES&Co in 2019. More to come in 2020 and
2021 leaving some good positions for the
recruitment of new French appointees.
Imagine, said a senior member of the
Bureau of Human Resources to Inner City Press,
"even after recruiting a dozen of French
nationals in her Cabinet, DG Azoulay had not
received a single question or admonition by
member states". So why stopping these
practices despite them being opposite to all
UN rules. Quite often Cabinet members are
bragging about their incredibly detrimental to
UNES&Co impunity. The French are quite
fortunate in this regard – no control or
accountability is required by member states.
“Good that member states representatives are
so irresponsible”, said one French junior
Cabinet member in a recent closed doors
meeting. “This is for us the perfect and happy
concordance of circumstances”! With the
complicity of member states, DG Azoulay is
transforming UNES&Co which was not
originally envisioned as a business or
political organization. Though established in
1945 by several allied countries in the
aftermath of World War II with the mission of
contributing “to the building of peace, the
eradication of poverty, sustainable
development, and intercultural dialogue”, the
organization later expanded to include Japan
and Germany in 1951.
Still, that hasn’t stopped its members from
quitting for political reasons. South Africa
withdrew from the body in 1955 in protest of
its anti-apartheid policies, and the U.K. and
Singapore followed the U.S.’s lead to leave in
the late 1980s, though all eventually
returned.
The crux of the problem, as at UNHQ where Guterres is destroying
everything, is
therefore the absence of noticeable concern by
member states. Whatever the French want, they
should not get it on a plate, said one high
official of UNESCO. Even decisions by the
Executive Board are objected or ignored by the
French administrators of UNESCO. Two weeks
ago, at the retreat of the senior managers of
UNES&Co, the Director of Cabinet, Nicolas
Kassianides put it plain and simple in front
of DG Azoulay’s team: “As long as member
states show no sign of tangible disapproval or
protest, we keep ignoring them and their
decisions”.
Still, from diplomatic sources in Paris, Inner
City Press got to know that Mr Kassianides is
enquiring about the possibility to get a
high-ranking position within the French
Ministry of Foreign affairs, certainly to
avoid being around in case member states wake
up and start asking unpleasant questions about
the privatization of UNES&Co and about who
is accountable for it. The sinking of
UNES&Co
will continue as long as the French
administrators are allowed to keep having it
their way and run unchallenged their scalpel
through UNESCO’s body. We will have more
on that.
