Under Hergot Contrasted With Press Ban in
NY

UN GATE, July 9 – Inner
City Press
wrote already
on several
occasions
about the
deepening
crisis at the
security
service of
UNESCO,
generated by
the
incompetent
management of
its newly
appointed
Head, the
Frenchman
Nicolas
Hergot.
Today,
the ISAU, one
of UNESCO’s
staff
association,
signaled the
serious
incident that
occurred when
an individual
has been
allowed to
enter the
UNESCO
premises
without any
security
control. The
person was not
asked to
present an ID
and did not
provide a
valid reason
for entering
the building.
Still, and
despite the
evident breach
of all
security
rules, the
individual has
been granted
access to the
building.
[This
stands in
contrast to
the UN where,
even when
Inner City
Press received
formal written
invitation to
events in the
UN, from
members states, UN DSS
bars it, with
impunity.]
This extremely
serious error,
potentially
jeopardizing
the security
of staff and
ambassadors,
has been made
by a non-staff
member of the
security team.
In reality, as
a matter of
fact, Nicolas
Hergot has
decided
recently to
confer the
responsibility
for most of
the security
services to
the private –
and of course
French -
company
PROTECTIM.
The incident
is now
contemplated
by the
administration
and it is
expected that
the private
guard will be
fired with
immediate
effect. The
contract
signed by
UNESCO with
PROCTON could
also be
reviewed by
the
Headquarters
committee of
member
states.
Another
problem
signaled is
the lack of
qualifications
of most of the
private
PROTECTIM
guards dumped
on UNESCO.
Some of them
have never
performed the
specific
security
service work
and appear
lost in their
new
functions.
How far
the corruption
at the
security
service must
go and how
many incidents
must happen
before member
states decide
to react to
the disruption
in the
security
service that
is in charge
of their own
protection.
Inner
City Press was
also informed
of the
decision of
Nicolas Hergot
to put an end
on 30 June to
all contracts
of temporary
security staff
at UNESCO
operating
based on
supernumerary
contracts.
Aiming
at justifying
the hiring of
the French
company
PROTECTIM,
this hostile
move is
weakening even
more the
security unit
on which a new
12 hours shift
for each guard
has been
imposed
without prior
consultation.
This
“innovative”
administrative
aberration is
creating
additional
malfunctioning
in the service
in which
already some
20 percent of
the regular
staff are on
sick leave as
a result of
the continuous
harassment and
abuse of power
by Nicolas
Hergot.
The
alarming
situation at
UNESCO’s
security is
not new. But
it is now
reaching new
levels of
incompetence
and
disorganization.
The DG
Azoulay usual
puppies,
Director HR
Kazumi Ogawa
and ADG for
Management
Nicholas
Jeffreys,
instead of
addressing the
infirmities in
the security
service, will
again carry on
with an
intimidating
pressure over
the members of
the Unit.
IOS
will be again
requested to
investigate
and identify
the sources of
our
publication
and will
launch a third
investigation
following the
first two
after our
publication on
the Benalla
affair (here).
It will again
lead to
nowhere.
The
former French
Police
Commissaire
Nicolas
Hergot, who is
poorly heading
the security
service of
UNESCO, was
not even
capable to
find, and
proved to be
totally
unsuccessful
in chasing the
in-house
sources that
exposed the
promotion
affair of
Kassianides
and his companion.
Furthermore,
taking into
account that
since his
appointment,
Hergot often
showed
disrespect and
disdain to his
colleagues,
the ADG for
Administration
has summoned
him in his
office and
told him to
adapt with no
delay his
professional
behavior to
UNESCO’s
standards.
Still,
as put by one
of his
colleagues:
“Despite those
firm
instructions
from his
hierarchy,
Nicolas
Hergot, being
a pure product
of the French
Police system
will hardly be
able to adapt
his French
Policeman
style to the
international
environment of
UNESCO. His
appointment
was a mistake.
He is
destroying our
service”. This
is clearly a
case study
about the way
the French DG
is imposing a
French modus
operandi at
UNESCO. We
will have more
on that.
This
is where
UNESCO stands
today, a UN
agency ravaged
by greed and
financial
misappropriations,
propitious to
the
flourishing of
abuse of
power,
corruption and
nepotism.
