– From
the corrupt UN
of Antonio
Guterres in
New York, the
whole UN
system has
been systematically
corrupted,
including
UNESCO.
Inner
City Press,
banned from
the UN by
Guterres, has
reported
exclusively on
the appalling
situation at
UNESCO. As of today,
a
local UNESCO
employee under
contract with
the Agency has
been detained
in Yemen since
November 2021,
reportedly
because of his
previous work
with the US.
UNESCO
headquarters
and the UNESCO
office in Doha
have been duly
and urgently
informed about
this but no
response was
developed in
any way to
release the
employee for
three long
months.
It was only
this week,
after
apprehending
the risk of
serious damage
to UNESCO's
credibility
and reputation
if this
unacceptable
situation were
to be revealed
about the
employee's
case, that a
meeting was
convened by
the Head of
security,
Nicolas
Hergot, to
discuss how to
get out of
this new
embarrassment.
In fact, the
email sent to
Hergot and the
administration
last November
on this urgent
matter was
simply ignored
and left
without
consideration
until
February.
At this
week's
meeting, which
was attended
by all
relevant units
of the
organization,
including the
Sector for
Administration
and the Sector
for External
relations of
Firmin Matoko,
the main issue
was not how to
free the
employee, but
how to avoid
any leaks that
could further
smear DG
Azoulay's
reputation and
discompose
even more her
inefficient
administration.
This is
just another
example of how
Audrey Azoulay
handles urgent
matters
concerning
UNESCO's
contractual
employees. She
will again
have to
quickly plan
the
appropriate
response that
will allow her
to absolve
herself of any
responsibility
and to
manipulate the
Hergot fuse to
save
face.
The
accumulation
of mistakes
made by
Nicolas Hergot
in the short
time since his
appointment is
appalling by
any measure.
Despite the
number of
obvious
violations of
several
security
rules, despite
the despicable
working
atmosphere in
the security
department
provoked by
his management
practices,
Director
General Audrey
Azoulay keeps
Hergot in his
post. A
perfect
example of
French
solidarity at
work.
Inner
City Press has
already
written
several times
about the deep
crisis in
UNESCO's
security
service,
generated by
the
incompetent
management of
its chief,
Frenchman
Nicolas
Hergot. Among
the examples
cited are his
efforts to
transform the
security
service into a
French
gendarmerie-type
service; his
decision to
give
responsibility
for most of
UNESCO's
security
services to
the private -
and of course
French -
company
PROTECTIM ;
the in-house
search for
sources that
revealed the
affair of the
undue
promotion of
the mistress
of Azoulay's
chief of staff
Nicolas
Kassianides...
The
alarming
situation at
UNESCO is not
new. But it is
now reaching
new levels of
incompetence
and
disorganization.
This case in
Yemen, which
is humanly
speaking too
terrible to be
ignored, is
however, by
far, the most
damaging and
grave example
of the
flagrant
incompetence
of most senior
officials and
especially of
Hergot. "It's
not his
fault," one of
his colleagues
said,
"he's just not
cut out for
the job.
This is
the major
mistake of DG
Azoulay who
appoints
French fellows
in all
departments
without taking
into account
their real
capacities and
their relevant
experience to
join a UN
agency".
Instead
of addressing
the problem,
DG Azoulay's
usual
finger-puppets,
IOS Director
Bernardin
Assiene, HR
Director
Kazumi Ogawa,
and ADG for
Management
Nicholas
Jeffreys, will
again apply
intimidating
pressure to
identify
potential
insiders who
leaked the
information to
the press.
Will this
solve the
problem of
administrative
incompetence?
Certainly not,
but the
current policy
is to keep all
flaws and
loopholes
under the
carpet.
How far
do
incompetence
and corruption
have to go at
UNESCO and how
many incidents
have to occur
with its staff
before member
states decide
to react to
the disruption
of all the
agency's
functionalities...
This is where
UNESCO stands
today, a UN
agency ravaged
by
ineffectiveness,
greed and
financial
misappropriations,
propitious to
the
flourishing of
abuse of power
and nepotism.
