After Inner City Press
exclusively exposed UN
international staff's sex
exploitation in Tel Aviv, with
UN Secretary General Antonio
Guterres refusing to answer
any Press questions on the
scandal, now Inner City Press
turns to UNRWA.
Inner City
Press is today publishing
documents showing how
recruitments take place at
UNRWA. The first recruitment
document we are publishing on
DocumentCloud, here.
The director of legal affairs
and director of Human
Resources wrote a letter to
the Commissioner-General
asking for his direct
appointment for a position of
director of planning after the
candidate failed the interview
process. The
appointment was
approved. The footnote
explains how the candidate
failed in a number of key
competencies. Authors of
the memorandum were not
investigated. They
continue to manipulate the
system and bring friends to
senior positions.
The

this recruitment started
lobbying for her upgrade to
D2. She is now on her
way to becoming the chief of
staff D2

The
briefing summary states that
there was no fraud. When
the senior advisor to the
Commissioner General accepts
scholarship for her son from a
private donor through her
position and denies refugees
in need from receiving that
donation while on top of that
she gets full education grant
from UNRWA this is definitely
fraud. When the
commissioner general uses
donor money to fly his advisor
business class this is
fraud. When their
telephone bill roaming reaches
30,000 monthly this is fraud.
The
briefing stated that at the
time of completion of
investigation, the deputy
commissioner general was out
of the Agency. The
report was completed in
November 2019. The
deputy commissioner general
continued to receive salary
until March 2020. They
could have taken measures if
they really wanted to be
transparent and respect
accountability. The
briefing said that the
investigation was still
ongoing with the chief of
staff while we know for a fact
the the investigation was
completed in November 2019 and
he was informed of a decision
not to pursue with him the
findings. The
Secretary-General’s office
continues to lie to donors on
several matters.
Christian Saunders who
gleefully cheered on the
ouster of the UN building and
despite pressure of SG l,
failed to get the USG
position. During his
time of acting at the
position, he took random
decisions of increasing
salaries and increasing the
deficit by additional $70
million annually without any
justification. He was
buying staff support.
Saunders appointed his close
friend of his same nationality
as director D1 of
security. The same
director failed. P5 level a
few months before his
recruitment as D1.
In order to
do this, he hand picked
another friend of his from
UNICEF and asked him to chair
an UNRWA panel for this
selection. The UNICEF
friend happened to be the
supervisor of the selected
candidate at the time of
selection.
Christian Saunders with his

quietly change title of chief
Human Resources to deputy
director of Human Resources
without respecting any of the
rules This is today's UN -
