– The United Nations claims to
have a zero tolerance for
sexual exploitation by its
staff and peacekeepers, but
routinely covers up their
abuses including the rape of
children, withholding basic
information which was provided
to the Press under Ban Ki-moon
but not now under Antonio
Guterres.
Now there
is a new scandal in the
Karamoja region of Uganda -
and those state media, retires
and pro-Guterres
correspondents allows into the
UN by Melissa Fleming haven't
even asked about it, instead
asking propagandist Volker Turk
about Trump and Biden, here
and here.

about these and his abuses, on

UN whistleblowers video of
sexual exploitation, they
said, in a white UN-marked

Press named to the UN the two
men in the UN van: Michael
Antoine and Ray Milan. The UN
did not answer Inner City
Press, but on July 2 Guterres'
spokesman Stephane Dujarric
said Antoine and Milan were no
longer being paid.
Since
September 9, this has been a
lie, but Dujarric did not
answer Inner City Press
questions on September 14, see
below.
On Uganda,
this from TNH (which we noted
offered some credit to Inner
City Press, as others did, on
the Tel Aviv scoop) - "The
United Nations has launched an
investigation into allegations
of sexual abuse and the
exploitation of vulnerable
women by members of its staff
in Uganda’s drought-stricken
northeastern Karamoja
region. The inquiry by
the UN’s Office of Internal
Oversight Services, which
began early this month,
follows allegations by a
whistleblower of sexual abuse
and exploitation by a United
Nations Population Fund
(UNFPA) staffer against a
“female victim” – and a more
general pattern of serious
sexual misconduct by other UN
staff working in what is
Uganda’s poorest region.
The allegations centre on the
World Food Programme compound
in the town of Moroto, and
involve UN staff demanding sex
from local women in exchange
for food, and the hiring of
sex workers who are brought
onto the UN base, several UN
personnel in Moroto told The
New Humanitarian, speaking on
condition of anonymity.
Staff of several UN agencies
stay in the WFP compound,
which provides office space
and sleeping quarters in a
region where more than 500,000
people are facing food
shortages. “We have been
informed of the allegations
made against UN staff residing
at the compound managed by WFP
in Moroto and are
investigating,” Amanda
Lawrence-Brown, WFP’s
Nairobi-based regional
spokesperson, told TNH.
“There is no place for any
form of sexual harassment,
exploitation, or abuse at the
World Food Programme,
including by non-WFP staff
residing at compounds managed
by WFP in the field,” she
said. "
But of
course there is a place, every
place the UN goes. And
Guterres, Fleming and Stephane
Dujarric ensure no questions,
by ousting the Press and
cavorting with pro-UN
propagandist. Truly, this is a
sexual exploitation conspiracy
that should lead to arrests.
The UN
panel has recited (confirming
Inner City Press' June 23 was
the first) -- "On 23 June
2020, a widely circulated
video appeared on social media
showing two male individuals
and a female individual
driving along a busy street in
a clearly-marked United
Nations vehicle. The video
captured one of the male
individuals and the female in
the back seat engaged in what
appeared to be an act of a
sexual nature as the vehicle
was driven along a heavily
trafficked street.1 The
video was filmed on the
evening of 21 May 2020 in
Tel-Aviv, Jerusalem.2 6. On 25
June 2020, Mr. Ben Swanson,
Director, Investigations
Division, Office of Internal
Oversight Services
(“ID/OIOS”), informed Mr. Alan
Doyle, the UNTSO Chief of
Mission Support (“CMS”) that
ID/OIOS had received, “from

multiple sources”, a report of
possible unsatisfactory
conduct implicating UNTSO
staff members in Jerusalem and
that an investigation had been
initiated.3 7. On 26 June
2020, Mr. David Rajkumar, an
OIOS Investigator, informed
the Applicant of the OIOS
investigation that had been
initiated. He further informed
the Applicant that he was a
subject of the investigation
and that OIOS wanted to
interview him. Mr. Rajkumar
and Ms. Margaret
Gichanga-Jensen, Chief of
Section, OIOS/Vienna,
interviewed the Applicant on
30 June 20204 and took
possession of the Applicant’s
smartphone and SIM card for
forensic analysis.5 8. By
memorandum dated 30 June 2020,
Mr. Swanson provided Ms.
Catherine Pollard,
Under-Secretary-General,
Department of Management
Strategy, Policy and
Compliance (“USG/DMSPC”) with
OIOS’ preliminary
investigation findings and
identified the Applicant as
the occupant of the rear
passenger seat.6 9. By
memorandum dated 1 July 20207
, Ms. Martha Helena Lopez,
Assistant Secretary-General
for Human Resources
(“ASG/OHR”) informed the
Applicant that as a result of
the OIOS investigation, the
USG/DMSPC had decided to place
him on ALWOP for “a period of
three months or until the
completion of the
investigation and any
disciplinary process,
whichever is earlier” pursuant
to staff rule 10.4 and section
11.4(b) of ST/AI/2017/1
(Unsatisfactory conduct,
investigations and the
disciplinary process). The
Applicant’s placement on ALWOP
became effective on 2 July
2020 when he received the
ASG/OHR’s memorandum. 10. In a
note dated 2 July 2020, Mr.
Stéphane Dujarric, Spokesman
for the Secretary-General,
informed correspondents that
according to information
initally gathered during the
OIOS investigation, two male
international staff members
who were in the United Nations
Vehicle had been identified as

misconduct, “including conduct
of a sexual nature” and that
due to the seriousness of the
allegations, had been placed
on ALWOP pending the
conclusion of the OIOS
investigation. ... The
application is granted in
part, in that implementation
of the impugned decision is
henceforth suspended with
respect to placing the
Applicant on administrative
leave without pay." So, he's
being paid - yet another lie
by Dujarric and Guterres.
Inner City
Press named the third man, the
driver, as Juan Carlos
Cunillera. Only after that was
Cunillera put on leave without
pay.
On August
12 Inner City Press
exclusively reported that
Cunillera has been restored to
full pay and posted the order
on DocumentCloud here.
Immediately afterward,
Cunillera requeste and the UN
granted the disappearance of
the order, on which corrupt
Guterres' equally corrupted
spokesman Dujarric refused to
answer Inner City Press'
question. The Order is off the
UN web site, replaced by this:
"On 12 August
2020, the Applicant filed a
request for confidentiality,
stating that due to the
sensitive nature of his case,
publicity that it received and
potential prejudice that it
posed for him, his name and
other personal data should not
be reflected in the Tribunal’s
order. Deliberations 5.
Pursuant to art. 36.1 of the
Rules of Procedure of the
Tribunal, all matters that are
not expressly provided for in
the rules of procedure shall
be dealt with by decision of
the Dispute Tribunal on the
particular case, by virtue of
the powers conferred on it by
article 7of its statute. 6. In
light of the above and
considering the particulars of
this case, the Tribunal finds
it appropriate to grant the
request for confidentiality."
Too late,
sleaze bags. Guterres Must Go.
In today's UN it
is fine to use a publicly
funded vehicle to drive around
UN staff having sex. From the
decision: "On 21 May 2020,
the Applicant transported a
non-United Nations person in
an UNTSO vehicle. While the
Applicant was driving, another
male United Nations staff
member, in the back seat,
engaged in acts of a sexual
nature, in a public and
visible manner in the vehicle.
By so doing, the Applicant
failed to use the United
Nations vehicle only for
official purposes; his conduct
could bring the United
Nations’ reputation into
disrepute; b. During the
interview with OIOS, the
Applicant knowingly provided
false information to
investigators, thereby failing
to cooperate with the OIOS
investigation; and c. The
unsatisfactory conduct of
failing to observe the
standards of conduct expected
of an international civil
servant is of such gravity
that it would, if established,
warrant separation or
dismissal under staff rule
10.2(a)(viii) or (ix)." Inner

Previously
multiple UN sources
contacted banned Inner City
Press with the name of the
driver: Juan Carlos Cunillera.
Here
is in on an UNTSO procurement
form;
he previously worked for the
UN in Haiti, where sex
exploitation morphed into the
killing of 10,000 Haitians by
the UN.
On July 17
Guterres' Deputy Spokesman
Farhan Haq, hired through
nepotism due to his UNDP
economist father, lied on
camera. He said the leave -
with education grants and
insurance - of two of the
three men in the 4x4 was "fast
action." He did not mention
that he has ignored and
censored written questions
from Inner City Press about
the third man - the actual
procurer.
Inner City Press
continued reported: the
procurement driver Juan Carlos
Cunillera comes from the
Dominican Republic - a member
of the UN Security Council.
After more
than two weeks on July 27
Farhan Haq hours after Inner
City Press was removed from
the UN's briefing on COVID-19
and Cities whispered in his
briefing, with no follow up by
those allowed in, that a third
man - who he did not name -
was also put on leave without
pay by UNTSO. Now Cunillera is
restored to full pay - no word
from the UN as of this
exclusive report. We will have
more on this.
On July
13, 14 and 15 Inner City Press
in writing asked Guterres, his
deputy Amina J. Mohammed and
spokespeople, including Sophie
Boudre and Julie Hylton at
UNTSO on deadline: "Inner City
Press is reliably involved the
driver was Juan Carlos
Cunillera of UNTSO. Given his
presence, and other
irregularities, immediately
explain why there are only two
suspended and not three, and
how this is not a cover
up. ALSO IMMEDIATELY
DESCRIBE AND EXPLAIN, AS TO
THIS CASE, the UN's "Carlog"
technology, "used for driver
authentication (swipe card
used in the Carlog device
before ignition)." It is
important you answer about the
UN's publicly funded (but
defrauded) Carlog technology
and its role in this cover
up."
But the UN
refused to answer. Now Inner
City Press from multiple
sources can report that it was
Ray Milan who used his ID to
start the UN vehicle - but
that, contrary to policy, Juan
Carlos Cunillera took the
wheel. They were, so to speak,
taking turns. And Antonio
Guterres is covering this
up. He should resign.
On July 2, as
Inner City Press asked a
question, here,
at the non-UN press conference
on the sex trafficking
indictment of Ghislaine
Maxwell (who held a UN press
conference in Dujarric's room,
then was denied bail on July
14), this:
"the two staff
members have been placed on
Administrative Leave Without
Pay, pending the results and
conclusion of the ongoing OIOS
investigation." This was
(intentionally) misreported by
Xinhua and others as a strong
UN action, "discipline." It is
not, even by the UN's own
terms, in ST/AI/2017/1
and ALWOP Section 11"
