UN GATE, April 15 – The United Nations claims to have a zero tolerance for sexual exploitation by its staff and peacekeepers, but routinely covers up their abuses including the rape of children, withholding basic information which was provided to the Press under Ban Ki-moon but not now under Antonio Guterres. 

  Inner City Press previously expanded its exclusive reporting into UNTSO's scandal of public sex in the UN van, with information from UN whistleblowers in Jerusalem and New York: "the men in the UNTSO car have been charged with transporting a passenger who was not authorized and also for not co-operating with the investigation."

   Inner City Press, which Guterres has banned from the UN for 1070 days as it asks about these and his abuses, on June 23, 2020 received from outraged UN whistleblowers video of sexual exploitation, they said, in a white UN-marked vehicle, here.  Now Instagram, Facebook.

  Now on the morning of June 6, this exclusive: The three members from UNTSO who were involved in that disgraceful act within a U.N. vehicle in Tel Aviv 12 months ago remain part of the mission on full pay one year later.   The Head of Mission General Lund is investigation for fraud and misuse of entitlements by Norway and others.

  The Mission Senior advisor Judy Hylton is under investigation  for abuse of authority.  The smuggling of alcohol in a U.N. VIP vehicle across borders from Jordan, Syria and Lebanon.  She is also under investigation for exceeding the two years secondment in UNTSO.   She has been in UNTSO from UNHQ for five years.   

  A dysfunctional HQs. Open infighting between mission leadership members. Two of the five mission leadership now under serious OIOS investigation. No wonder the junior staff members feel self entitled and act without accountability. This is the UN of Guterres and his in-house enablers.

 Jump cut to June 3, 2021, when UN insider Pass Blue ran a story falsely crediting another for the June 24 publication of the video - and implying that it an unfair attack on the UN. What a scam.

  The article ignores that the UNDT held proceedings, and that UN Spokesman Stephane Dujarric said on camera that three staff were suspended without pay, then never updated when they were restored to pay. All of this could have been or was known to Pass Blue from simple Google searches. But either they have an agenda, or are incompetent, or both. Before this article, Inner City Press tweeted it, and submitted a comment, now blocked in "moderation."

  A full day later, Pass Blue put up one comment on the piece (only about Israel and Palestine) and disppeared the comment Inner City Press submitted; the piece's author, Maurizio Guerrero we report a day later with a heavy heart, previously wrote to Inner City Press, "definitely there are some that want you out of the UN, as a punishment." We'll have more on this. June 4 stand-up here.

 Those who feign to scrutinize the UN love this blue wash. But it is one of the reasons it's UNreformed.

  Inner City Press named to the UN the two men in the UN van: Michael Antoine and Ray Millan. The UN did not answer Inner City Press, but on July 2 Guterres' spokesman Stephane Dujarric said Antoine and Milan were no longer being paid.

 Since September 9, this has been a lie as to Antoine, but Dujarric did not answer Inner City Press questions on September 14, see below.

On September 28, despite Inner City Press' IP address being blocked from the UN's and UNDT's websites, we reported that Millan, too, has been restored to full pay: "the Tribunal is satisfied that the nature of the alleged conduct and its unfortunate publicity...  The application, therefore, is granted to the extent it seeks to suspend the “unpaid” aspect of administrative leave." UNDT decision we've put on DocumentCloud here.  And from Guterres and Dujarric, nothing. They are lying about UN sexploitation.

 And UN staff have complained to UN about another video, here, which they have raised to Guterres' compromised OIOS investigators without action, here. They say "I was very happy to see how Inner City Press first published a video about UN staff having a sexual act inside a UN vehicle in Israel. It is thanks to you they have started an investigation and some actions were taken against those shameless UN staff.

A video of 1st September 2020 in Damascus involving a senior UN official, Mr. John Marks, Chief of UNICEF Operations in Syria. John and female UN staff are having a sexual act with an open window in the Four Seasons Hotel in Damascus. A female staff member is UNHCR Public Information Officer Mysa Khalaf, ex-Al Jazeera journalist, joining UN three years ago. Here is the John Marks video in youtube https://youtu.be/sAOtsyuY4o0 .  This shameful video was taken by a local Syrians in the street next to the hotel. It was circulated inside Syria on Facebook and other social media. A lot of anger and negativity towards the UN because of this. Locals now hate the UN because of this video in social media. Person in the video says in Arabic that these people are shameless. The Four Seasons Hotel in Damascus is where UN staff is accommodated in Syria for many years now. A senior UN official like John Marks, cannot behave in this manner, showing disrespect to local traditions and culture in Syria. It is unacceptable. He is in Syria for humanitarian reason and not for having sex with open widow showing to Damascus.   Although this video was reported to UN New York, UNICEF HQ in NY and UNHCR HQ in Geneva. Senior Management in both UNICEF and UNHCR are all trying to cover it. Nothing was done to these two UN Staff so far. Their behaviour is shameful for the UN and does not match with code of International Civil Servants and UN Humanitarian workers. They both work for humanitarian agencies UNICEF and UNHCR and people in Syria are desperate with the conflict situation and living with humanitarian crises. These kind of acts in public undermine entire humanitarian work.   This is Guterres' UN.
