Nations corrupts everything it
touches. Today's example is
the UN Economic Comission for
Afirca, from which
whistleblowers have raised the
below to Inner City Press,
whose questions UNSG Antonio
Guterres' spokespeople
Stephane Dujarric and Melissa
Fleming refuse to
answer:

Songwe has turned into an
institution that is no longer
enjoyable to work in, just
because the UN has
continued to ignore the pleas
raised by the Watch Dogs ,
pertaining to the
maladministration, at the
African institution. Now
the question is..... Is it
because they are part of it,
as we see how they can use
their position to influence
the appointment of their
friends? Following the
scandalous appointment of Matt
Hancock under dubious
circumstances, one would have
thought that action will be
taken by then, but that did
not happen, something that has
made the woman to untouchable,
and even bragging to those who
care to listen, that She is
not accountable to anyone, but
two people, only the SG and
the DSG.
The Executive
Secretary is at it again, as
she has made sure one of her
friends, who is a former
Minister of Investment &
Trade from Botswana gets
a position created and
appointed to the position of
Africa Director, and Special
Advisor to the High Level
Climate Change Champions. The
said former Minister does not
not have the relevant
qualifications and
experiences, except to have
been handpicked ahead of other
qualified young Africans who
are more experienced and
having played a key role in
Climate Change Issues in
Africa. She has been plying
her trade and being
vocal in Trade and
Economics, and has not been
engaged in Climate Change
Issues. Appointing
an Africa Director and special
Advisor on Climate Change
Action, is a good initiative,
and the Person appointed is
also a professional in her own
right and as a Trade
Economist, more than a Climate
Change Specialist. Africa has
a number of former ministers,
Directors, and other young
Climate Change Activists,
which could have been given an
opportunity to compete for
this position. Since this
involves Africa, the AfDB and
African Union's opinion could
have been sought. Instead
UNECA has taken advantage of
COP 27 coming to Africa, and
the urgency to mobilise for
COP to create a position for
their friend, denying other
qualified Africans to compete
for it.
The question that
other Africans are asking;
When was this position
advertised, and on which
website? How many people
applied for this position? Did
the African Union and the AfDB
have an input in the drafting
of the Terms of Reference for
this position, and did they
take part in the recruitment
process? What is the grading
for this position? What role
did the UNECA head and the DSG
play,in having the Lady
appointed for this
position? As if
that is not enough, the
same former
Minister has been
bragging that, She has
been promised a position
of Director-level within the
ECA, which she has been
promised will be created
through the RPTC budget. (see
screen shots) 4 months after
being promised that, a
position tenable at the Africa
Trade Policy Centre, has been
created and is open for
applications. We are waiting
to see if indeed the post will
be given to the lady, as it
seems there has been pressure
exerted from the DSG's
office. It is common
knowledge that positions are
created for friends,
through some divisions in
which their Directors do not
question the Executive
Secretary's decision or
instructions, and it becomes
easy to create positions for
the Executive Secretary's
Friends, one of those being
the current one created for
the Former Minister, and one
for the junior consultant
currently based in
Germany.
One would have
expected the Former Minister
to be created a 'special
position either at Regional
Integration & Trade (RITD)
or Macro Economic &
Governance Division (MGD), but
that was not going to be
easy to manipulate the
Directors for these
divisions. A mini
UNECA office has been created
within the front Office, to
replicate the work done by the
Macro Economic Governance
Divisions, where staff,
consultants and fellows are
hired as advisors to the UNECA
Head, and end up doing private
work for the Executive
Secretary, to publish as her
work, something that is
unethical, as she claims to be
the Author of such papers.
This hiring/appointments have
been entrusted two Officers,
one being a P2 HR office, and
one Officer who has never left
her office, even though she
was promoted and appointed to
a senior position in
another division, but
continued to assigned tasks of
hiring those that can be used
for personal gain, and
for the Officer to spy on
other Officers in the
organization.
The same Officer
has recently been given a P5
as a reward for her loyality
We have watched how some
senior HR officers were being
sidelined in these hiring
processes, and those who did
not support maladministration
were victimised. The
watchdogs have continuously
complained to the SG's Office,
and to the UN Ethics Office,
and there seems to be no
action taken to investigate
this maladministration, and we
bank on the investigative
journalists to question these
acts."
The Deputy,
referred to in the screenshots
we have as "Madam Amina," is
Amina J. Mohammed. We will
