This is a
follow up to
the two emails
written to you
on the 21
April 2018,
"Systematic
discrimination
at WHO
headquarters
against
Africans" and
on the 25 May
2018
"Systematic
discrimination
at WHO
headquarters
against
Africans"
#blackjobsmatter,
which raised
serious
concerns about
the
transparency,
accountability
and relevance
of WHO
recruitment to
key posts in
the WHO/WHE
emergency
department.
This is
particularly
worrying in
the WHO
emergency
department
(WHE), where
75% of all
emergencies /
emergencies
worldwide are
in sub Saharan
Africa.
Unfortunately,
balanced
representation
and racial
discrimination
has worsened
since the
first email
written on the
21 April 2018,
"Systematic
discrimination
at WHO
headquarters
against
Africans".
Most
emergencies
happen in
fragile states
and in poor or
rural areas.
To respond
effectively in
emergencies,
it is
essential to
deploy, be
safe and to
know how to
operate in
these remote
areas and
cultural
contexts.
Eyebrows and
questions
would surely
be raised if
the majority
of respondents
to an outbreak
in Eastern
Europe, Russia
or China were
from Africa.
The inverse
applies in
Africa
Despite follow
up meetings
with Human
Resources (HR)
and your DG
office (DGO)
indicating
that you seem
to have taken
the previous
emails
seriously –
management has
failed to
demonstrate
their
adherence to
their own
policies,
despite the
fact that WHO
recruitment
policies are
clear and
visible for
all to see –
in practice,
it is the
total lack of
follow up, the
total lack of
adherence to
policies,
the total
abuse of
selection,
recruitment
and
appointment of
staff (and
consultants)
which is
problematic
and needs your
urgent
attention.
We are
therefore
obliged to
protect
ourselves as
whistleblowers
to write
anonymously as
the system is
rigged,
corrupt and
retaliation
the norm by
Human
resources (HR)
and senior
management.
At this stage,
follow up to
the
“Discriminations
Against
Africans”
email nine
months ago,
should have at
least included
the start of a
full
transparent
investigation
and action to
balance the
regional
representation
of staff in
the WHO
emergency
department in
HQ. If your
management
want real
transparency
we urge you to
immediately
convene an
independent
commission
similar to the
UNAIDS
Independent
Expert
Panel.
This is the
time for
honesty and
transparency,
thus the
addition of
names and
data.

29 October
2018, Dr.
Peter Salama
(Australia)
promoted Scott
Pendergast
(Australia –ex
ILO) as
Director of
SPP
(Strategic,
Planning and
Performance
Management).
This D1
position
requires a
Masters
degree, yet
Scott
Pendergast
only has a BA.
We request
full
transparency,
cancellation
and
re-advertisement
of the
post.
On 12 November
2018 during
the 0900 AEM
meeting, Dr.
Peter Salama,
Deputy
Director
General (DDG)
from Australia
humiliated,
disgraced and
belittled a
Director, Dr.
Jaouad Mahjou,
in front of 50
colleagues
including G
and P staff,
interns,
secondments,
visitors and
colleagues
from our
collaboration
centers.
Although Dr
Mahjour also
makes
mistakes, he
is the only
director from
EMRO and more
to the point,
this behavior
is
unnecessarily
abusive and
shows a
serious lack
of management
skills and
professionalism.
The DDG has
now lowered
the standard
for other
managers
throughout
WHO/WHE HQ
cluster. Is
this the
leading by
example you
are
promoting?

on a trumped
up travel trip
at WHO
expense.
Christmas is
high season
and once again
the business
class trip
cost over10,
000 CHF at WHO
expense.
Qualified
Africans,
Arabs, South
Americans and
Asians are
being
overlooked in
favour of
girlfriends
and interns
with little or
no experience.
A key person
making these
recruitment
decisions is
Mr. Pat Drury,
P5. Although
he has no
academic
qualifications
beyond high
school, Mr.
Drury is more
senior than
many doctors
and public
health experts
in WHO and
makes key
public health
decisions
worldwide.
Dalia Samhouri
CPI manager in
EMRO and the
director
Mahjour Jaourd
also had an
affair (both
were married
to other
people at the
time) - based
on this
relationship,
much younger
Dalia Samhouri
was promoted
then from P3
to P5.
The former
director of IT
was caught
having sex
with a
colleague
within WHO
premises
(garage). He
was allowed to
resign will
full benefits.
His contract
should have
been
terminated.
This was not
the first time
he was caught
in
uncompromising
positions with
females on WHO
premises.
Despite
generous
meeting spaces
in the WHO and
UN country and
regional
offices,
various GOARN
meetings and
training
workshop took
place in
exotic
locations like
Kruger Safari
Park, South
Africa. Too
often, many
workshop
facilitators
from WHO/WHE
HQ outnumber
the
participants
being
trained.
When Robert
Matiru
(Canadian) was
working in the
TB department
at WHO. He
hired two of
his
girlfriends in
quick
succession. At
one point he
was directly
supervising
both
girlfriends. A
formal
complaint went
to the
ombudsman and
rather than
conducting a
full
investigation
HQ sent Robert
Matiru in
2010/2011 on
duty travel
(full per diem
for a year) to
WHO Kobe
office. Mr
Matiru then
returned to HQ
and was
promoted to
Senior
Operations
Manager for
WHO’s Pandemic
Vaccines
Donation
Initiative and
Chief
Operating
Officer of the
Global TB Drug
Facility (Now
Director,
Operations,
UNITAID).
The
mismanagement
of funds and
people
continues at
WHO. Funds for
the 2018 Ebola
outbreak are
also known to
not have been
used
judiciously.
We have been
informed that
a plane was
hired to
transport
three vehicles
from the
warehouse in
Dubai at the
cost of 1.3
million US
dollars. Why
would WHO
airfreight
vehicles from
Dubai? We
would
appreciate the
rationale when
jeeps in DRC
can be
purchased at
80 K per
vehicle.
Corruption
stories about
logisticians
and
procurement in
WHO HQ WHE are
legendary. We
highly
recommend an
immediate
comprehensive
audit.
Recruitment,
feedback and
selection
Feedback:
Crooked
recruitment
and selection
process. Staff
never receive
a detailed
feedback on
written tests.
Unsuccessful
staff received
the following
sentence
“Following a

How can staff
improve if
they are never
given a
detailed
feedback on
written exams
or interviews?
What exactly
do staff need
to do to
improve?
Recruitment:
We have
evidence of
serious issues
concerning the
selection of
Oliver Morgan
(UK) for the
position of
Director,
Health
Emergency
Information
& Risk
Assessment
(HQ/16/FT511)
within WHE
Program. One
staff
association
representative,
who wished to
remain
anonymous,
described the
entire hiring
process of
bringing in
someone
external to
the
organization
and giving him
one of the
most
responsible
and senior
position as
tantamount to
fraud,
corruption,
and abuse of
authority by
the hiring
official. The
vacancy notice
for post
HQ/16/FT511,
which was
originally
announced
during
September 2016
with an
initial
closing date
was later
extended to
accommodate Dr
Morgan’s late
application.
The post was
later closed
sometime in
November 2016.
Dr Morgan, an
external
candidate, was
given undue
advantage over
other
qualified
internal staff
members to
ensure his
selection.
Further, this
issue has the
potential of
damaging
Organization’s
credibility as
bringing
external
individuals
with limited
or no prior
WHO experience
to the
leadership
post poses
even greater
risk for the
Organization
in light of
the on going
Ebola Virus
Disease
response in
Nord
Kivu. We
have evidence
that the
recruitment
process
(including WHO
representative
selections) is
systematically
rigged, not
transparent
and too often
excludes
Africans from
the
roster.
It is common
knowledge that
staff are
deliberately
being
eliminated in
the written
exam to ensure
that there are
no strong
candidates to
interview to
compete with
often weaker
pre-chosen
candidates.
How can an
African
colleague with
15 years
experience and
who has been
acting as a
WHO
representative
for a year not
be placed on
the roster
while
colleagues
with one year
experience at
WHO HQ are
placed on the
roster? How is
it that there
are waivers
for being a
WHO
representative?
Despite WHO HR
policy
forbidding
this, not all
WHO
representatives
need to be on
the roster to
be appointed
as WHO
representatives.
In 2017, there
was no
recruitment
process for
emergency
coordinators
(incident
roving
managers), a
photographer
was hired as a
roving
incident
manager. He
and other
roving
incident
managers were
kicked out by
the
governments of
Ethiopia,
Somalia, South
Sudan and
Syria for
incompetence.
They were
specifically
hired by Dr.
Rick Brennan
(Australian),
Rob Holden
(UK) and Ian
Clarke
(UK).
Many Staff in
the regions
(EURO, AFRO,
WPRO, SEARO,
PAHO) are well
educated and
have double
masters and
the same work
experience as
colleagues at
HQ but are
P1/P2 staff
and many are
still G
staff.
In contrast
and in
addition to
the
above-mentioned
examples at
WHE HQ, Some
of
logisticians
are (P5 x 1)
Carpenters and
bricklayer (P3
/ P4 x 2).
Logistics are
of course key
to any
outbreak and
are doing an
amazing job,
but in terms
of fairness
and
consistency.
How can so
many
carpenter’s
and
bricklayers be
P3/P4/P5 in
WHO while
medical
colleagues and
public health
experts from
the regions
are
not?
Although a
university
degree is not
always needed
for logistics,
and although
there are
waivers for
emergencies,
is there one
set of rules
to recruit HQ
staff and
another to
recruit rule
for the rest
of the
regions?
Inequitable
WHO
recruitment
policy and
malfeasance in
office will
not attract
the best
talent in the
world. As
reflected in
the 2018 “WHO
Culture
Survey”, staff
morale and
performance is
negatively
affected when
there is an
abuse of power
and no fair or
coherent
promotion
policy within
WHO (31
January
2018).
Recent
termination of
African’s
contract
This month in
the WHE
emergency
programme, Ms.
Lingawako
Kalinde
Mangachi
(Malawian) and
Mr. Pascoal
Bento
(Angolan)
contract has
been abruptly
terminated
during the
middle of the
Ebola outbreak
in Nord Kivu.
Pascoal Bento
(Angolan) is
the only
African
Luscophone in
the emergency
programme. The
few remaining
Africans are
being
sidelined,
harassed and
discriminated
against.
Transformation
The
transformation
agenda
includes yet
another highly
paid Mckinsey
contract for
yet more power
point
presentations
- includes a
lot of talk
about “humans
caring for
humans”,
“"Low-hanging
fruit", "The
right road,
but the wrong
direction.""Boiling
the
ocean.""Granularity",“collaboration
for impact”,
"Peeling the
onion"“trust
in our
service”,
“excellent
professionals
for health”,
“persons of
integrity”,
diversity and
values.
Transformation
needs to start
with
transforming
the
transformation
team and WHO.
This is
definitely
affecting
staff morale.
Transformation
is not dealing
with the real
issues.
Dr Tedros, to
conclude, it
would be a
shame for your
leadership to
be tainted by
lack of action
and the
inability or
unwillingness
to address
unfair
recruitment
practices and
discrimination
against
minorities,
including your
fellow
Africans.

WPRO and PAHO)
who gave
specific
examples and
evidence on:
discrimination,
abuse of
power, sex for
jobs,
corruption and
conflict of

please can you
urge your
senior

issues instead
of focusing on
suppressing
emails or
trying to
shoot the
messenger!
For the World
Health
Organization
to reach its
maximum
potential, it
needs to serve
the world in a
transparent
manner and to
not to
sabotage
genuine
concerns of
staff
committed to
attain good
health for
all.
These issues
are not going
away and if
anything will
worsen unless
you address
them with an
open and
transparent
way with an
independent
commission
similar to
UNAIDS
Independent
Expert Panel
and practical
follow up. We
urge you to
personally
follow
up.

harassment,
Guterres'
spokesmen provide
only the
self-serving
response of
FAO which is
suing the
press that
reported on the
harassment,
with Guterres
silent or
cheering, as
he bans Inner
City Press...
Guterres
after his
junket in
Lisbon is
meeting
with
the UN Chief
Executives
Board, who have put
up with his censorship
and debasement
of the UN,
including the
Director of
FAO. We'll

this.
This
Guterres cover
up extends to what
the UN views
as separate,
sexual exploitation
and abuse.

is working on
this - while
he most
recently had a
female foreign
minister
change

in his office on

Sutton Place
and even then
summoned her
upstairs,
not from the flags
and meeting room on
the mansion's
first floor
but up into
his personal
quarters. A
fish rots from
the head. This
meeting and
the claims
made about
Guterres'
responses were
a matter of
derision and
disgust among
many staff
members -
we'll have
more on
this.
This
also was an
Inner City
Press exclusive: at

Commission, sexual
harassment
at which Inner
City Press
asked Guterres
spokesmen about
in person
until roughed
up and banned,
the chairman
Kingston Rhodes facing
complaints
is rounding
up signatures
of support, much like
Louis Loures

UNAIDS. This
is Guterres' UN:
no standards,
every
man for
himself and smash and
ban the Press
that asks. Here

that a
filing has
been made with
the Office of
Internal
Oversight Services,
which has
yet act
on Inner City

since corrupt
Guterres, Smale

continue to ban

Press from their dying
briefing since
July 3, but we

here asking these
questions: How
many
signatures one
would need to
clear a
perpetrator?
How many
signatures are
needed to
protect
victims not
only from
sexual
harassment,
but from
continuous
retaliation
and
intimidation?
What are the
duties of the
UN staff
during an
investigation,
are they
allowed to
harass further
the victims
and whistle
blowers?
Is this
how SG
Guterres is
protecting
from victims
from
retaliation as
he promised?
Is this what
'gender
equality and
empowerment of
women" when
women are used
by those in
power
to attack
the victims
further?"

arrogantly refused
to be interviewed - by
contrast he
did 30 minutes
with RT
recently - and
went on
vacation
on the broadcast
date, after ousting
and banning

him about UN
sex abuse. Guterres
foisted off
Jane Holl
Lute, who has
been saying the same
thing on the
issue for a
decade. On
August 27,
Inner City
Press asked
Guterres'
spokesman Stephane
Dujarric and
Farhan Haq, as
well as Smale
and Guterres'
Deputy
SG Amina J.
Mohammed, "August

spokesman

Aeschlimann: "I do
not have any
comment on
Cameroon, but
regarding your
question on
sexual abuse,
I would like
to assure you
that for
Switzerland
these matters
are of high
importance.
Consistent
with our
national
approach, we
consider all
instances of
sexual
misconduct by
UN
peacekeepers
as
unacceptable.
Switzerland is
working
closely with
the offices of
the Special
Coordinator on
improving the
United Nations
response to
sexual
exploitation
and abuse
(SEA), Ms.
Jane Holl
Lute, and of
the Victim’
Rights
Advocate
(VRA), Ms.
Jane Connors.
Moreover, the
President of
the Swiss
Confederation
is a member of
the
Secretary-General’s
Circle of
Leadership on
the prevention
of and
response to
SEA in United
Nations
operations.
Switzerland
holds that an
adequate
response to
SEA should be
victims-centered.
In the
upcoming
negotiations
in the Fifth
Committee this
fall,

will engage

Mission's
political

this morning.

Second, again,
the human
rights abuses
by the
Cameroon army
and security
forces, not
only in the
Anglophone
areas (which I
have been
asking about
in the UN
since early
2017) but now
also in the
north, video
linked to in Inner City
Press, here,
as verified
by Amnesty
International.
(Now HCHR has
commented,
today - why is
there no
meeting of the
UNSC, at least
under Any
Other
Business?) Given
that the
Security
Council has
supported
these
Cameroonian
forces, and
given France's
role in
Cameroon and
the region,
this is a
request for
comment on
deadline
including on
whether your
Mission will
now seek
and/or support
a Security
Council
meeting on
these abuses,
and if not,
why not. I
am asking
these
questions in
writing now
because I was
banned all
week from
entering the
UN and could
not ask them
at the
Security
Council
stakeout.This
notifies your
Mission that I
have been
banned from
the UN since
at latest July
5, with no due

did well by
interviewing
victims, but
entirely misrepresented
several
interviewees'
roles, most
notably Isobel Coleman,
who did not
criticize the
UN when she
worked for
Samantha
Power, and
stood by as the
UN evicted
Inner City Press
from its work
space
and made it a
"non resident
corresponent."
(Guterres has
gone much
further,
trying to
strip even
that, deploying
violence and
banning the
Press.) There was
no mention of
"R&R"
Ladsous' role,
nor of
Lacroix. It was
filmed some
time ago, with
David
Gressley. But
a key
point is the
32 new allegations
this year, each of
which Inner
City Press
has asked the
UN about before
being targeted with
violence and
Guterres ban.
That, and his
arrogant
refusal to
answer, and
going on
vacation,
should have consequences.
