which investigates? This
example is again from ITU,
International
Telecommunication Union, whose
whistleblowers have, like
others, reached out to banned

The financial
abuses uncovered are nothing
short of staggering, alerting
the UK NAO-the very watchdog
meant to ensure
transparency-to a litany of
explosive irregularities,
including rampant procurement
fraud, collusion, and blatant
abuse of power at ITU’s
highest echelons. These
damning allegations,
implicating the Secretary
General, the Council Chair,
the IMAC Chair, and other key
figures, were met with a
jaw-dropping response in
February 2025 when the UK NAO
declared it had "NO
information" on any
misconduct-despite being
provided with incontrovertible
evidence.
The auditors
insisted they would dismiss
so-called “non-material”
allegations (defined as claims
involving 2 million Swiss
Francs or more), even when the
alleged fraud involved several
hundred thousand Swiss
Francs-a sum that eclipses the
illicit bonus payments
disbursed to ITU Elected
Officials in 2022, 2018, and
2014, which were taken
seriously
