There is compelling evidence that the
Council Chair and IMAC Chair manipulated
procurement protocols to secure an unqualified
vendor— Canvass and “Dr. Harjit”—for a “legal
opinion” designed to prematurely close the
WIPO case, without following Regulations and
Rules for Elected Officials to (1) bring the
case for Council consideration and (2) bring
the case to Council to find misconduct and/or
unsatisfactory conduct.
The Chairs, the Legal Advisor, and their
favored vendors such as Canvass/“Dr.
Harjit”/Ariska/Mr. Andre Caria, are incorrect
to use the Investigation Guidelines as legal
justification to bypass the Regulations and
Rules for Elected Officials. The Chair of
Council and IMAC’s use of Canvass/“Dr. Harjit”
for “legal opinion” or for investigative work,
and their similar use of Ariska/Mr. Andre
Caria, to repeatedly close down cases as
unsubstantiated and unfounded is a flagrant
misuse of tax-payer funds and subverts proper
investigative procedures. Council Members
should request information as to how many
cases Canvass and Ariska have been involved
with and are closing down. They are the
Council and IMAC Chair’s favored vendors,
their “independence” and qualifications should
be scrutinized, and their procurement is
always done by direct selection for a reason
