UN GATE,
Nov 17 – As the UN Security
Council prepared to vote on
competing resolutions on Gaza,
disgraced but rehabilitated ex
UN official Alan Doss
reappeared pontificating about
his experience in such
missions, see below.
After the vote,
with two P-5 absentions, this
by the UN Spokesperson: "The
Secretary-General commends the
continued diplomatic efforts
of Egypt, Qatar, Türkiye, the
United States, and regional
states" - and insiders like
Graca and Doss.
What
neither Doss nor his platform
disclose is that he was
exposed by Inner City Press
for having broken even UN
rules asking that "leeway" be
shown to hire his daughter
Rebecca - and then retaliation
against the non-nepo baby UN
staffer who would be pushed
out by the move.
Inner City

it, including an interview
with the so-called biter; it
was begrudglingly confirmed
by OIOS (which now under
Antonio Guterres emails Inner
City Press asking it to
identify whistleblowers) and
picked up by "correpondents"
still inside the UN while
silent on Inner City Press

Press, even Devex. Doss'
platform? How the UN has
fallen. And Guterres' ban of

As first
published by Inner City Press, Alan
Doss wrote
"Dear Ligia,
This is just to inform that I have
advised UNDP in writing that I will
transfer to DPKO effective 1 July 2009.
I have also spoken to Martin and advised
him that I cannot transfer before that
date because the new DPKO contractual
arrangements only come into effect on
the 1 July. He informed me that the
‘deadline’ for the ALD contracts is 15
May so the period of overlap would only
be 6 weeks (assuming Rebecca’s ALD would
come into force on the 14th May at the
latest). I have asked for some
flexibility, which would allow a very
long serving and faithful UNDP staff
member a little lee-way before he rides
off into the sunset.
Becky is very excited about the prospect
of going to work for you so I hope that
it will work out. With my warm regards
and thanks,

about a violent incident
between a UN employee and

DC-1. You’d said, among
other things, that he was a
frustrated jobseeker and that
the hiring process was in
accordance with rules.
Since then Inner City Press
has obtained a copy of an
e-mail from Alan Doss to
United Nations Development
Programme (UNDP) asking them
the job in question be given
to his daughter and that
leeway be given to him to
convert from UNDP contract to
DPKO to get around rules,
essentially. I am
wondering what, since Alan
Doss is Secretary-General
Ban’s envoy to the Congo, what
the response is going to be;
if the Secretary-General
thinks it’s appropriate to
have USG’s lobbying for jobs
for their family members, and
also why the jobseeker was
tackled by three staff members
and pepper-sprayed before he
allegedly bit one of
them. What training has
DSS [Department of Safety and
Security] been given to eject,
in this case essentially, a
whistleblower from the
building?

First of all, I challenge the
use of the word
“whistleblower”. This
was someone who was engaged in
violence; in a violent
altercation, and so DSS was
responding to that. This
is what DSS themselves
informed me about.
Not a
whistleblower? The same DSS
Guterres and Stephane Dujarric
used to rough up and ban Inner
City Press?

On November
14 the below, from UNEP
whistleblower sent to Inner
City Press - and to "SpeakUp
[at] UN [dot] org
That
email, described as allowing
anonymity, is described by
savvy staff as a set-up.
Guterres' OIOS wrote to Inner
City Press asking to confirm
the identity and even location
of whistleblowers. Of course
the answer was no. But why
would anyone sent to this faux
"SpeakUp@un.org"?

We are
calling for your urgent
attention, and action against
the Executive director-UNEP.
Why? Spending millions
of member state funds chasing
a miasdvised plastics treaty,
and resulting to caniballising
UNEP due to the ensuing budget
deficit
Creating and
disbanding divisions without
due regard to CPR/member state
oversight, or the upcoming
UNEA#7. What is the rush for?
Admitting in
staff townhalls and memos that
she just "discovered" huge
deficits leading to the
disbandment of divisions and
termination of innocent staff
contracts
Implementing the
misadvised "results" of a
disastrous functional review
without CPR/member state
oversight and clearance, all
these being executed a few
days before UNEA#7
Terminanting
massive staff contracts
without any reference to
CPR/member state oversight, in
the same way the SG does not
abolish posts without GA
clearance.
We are calling on
the CPR/member states and the
OIOS [ha!]

failed its' Staff, as a
result, staff have lost
confidence and trust in its
Leadership and in the ongoing
CRP process. On 6 Nov, in what
seems like a pre-approved list
shared by the UNMISS-SMG by
mistake - and now given no
answers published by Inner
City Press on its
DocumentCloud here
- details some offices with
specific names of
International staff, to be
considered for cuts.
Guterres,
they say, should end
censorship. Application was
made on June 19, 2025, here.
Still as of October 7 no
answer at all from Melissa
Fleming or Stephane Dujarric.
