UN under Antonio Guterres?

The recently
floated staffing adjustments
for 2026 within the United
Nations system show a
troubling pattern: the
steepest reductions are aimed
at the Organization’s most
vulnerable and operational
staff, while the highest-paid
leadership positions remain
largely protected.
According to the UN’s own
data, Field Service staff (FS)
face a 28.7% reduction,
National Professional Officers
(NPO) 25%, and General Service
(GS-1 to GS-6) 23%. By
contrast, the most senior
posts —
Under-Secretaries-General
(USG) and Assistant
Secretaries-General (ASG) —
will be reduced by just 3.5%
and 11% respectively, with
D-level directors cut by less
than 9%.
This approach
disproportionately burdens
those who keep missions
running — drivers,
technicians, field officers,
and administrative staff —
while preserving layers of
management whose individual
salaries often outweigh the
combined cost of several local
employees. It undermines
morale, erodes operational
capacity, and signals that
leadership is unwilling to
share the sacrifice it demands
of others.
At a time when
the United Nations is rightly
under scrutiny for
transparency, equity, and
accountability, this is
totally inappropriate.
And consider
South Sudan, where UN
personnel stand accused of
child rape on which UN
spokespeople Stephane Dujarric
and Melissa Fleming have
refused all Press questions.
On October 7 this, from a UN
whistleblower sent to Inner
City Press:
Dear Matthew
Russell Lee,
As shared
informally by UNMISS
administration, the
Secretary-General met with the
U.S. Government today and is
expected to meet with all
SRSGs tomorrow to provide
updates on the
situation.
The Mission
explained that under the
worst-case scenario: 25%
represents the overall
contingency plan; 15%
represents the staff reduction
applied in locations not being
closed; 41% represents
the total civilian staff cuts
across the Mission, including
those from locations being
closed.
However, Mission
leadership appears to be
communicating publicly that a
25% cut will be implemented,
while internally preparing to
implement only the 15%
reduction reportedly approved
by the United Nations —
creating confusion and
mistrust among staff.
There are reports that
administration officials are
advising close associates to
obtain “medical” reports in
order to extend their stay in
the Mission and avoid being
affected by the cuts. Others
with pending sexual
exploitation and abuse (SEA)
allegations — or anticipating
possible complaints — are
reportedly seeking ways to
extend their contracts under
the pretext of ongoing
investigations.
Guterres,
they say, should end
censorship. Application was
made on June 19, 2025, here.
Still as of October 7 no
answer at all from Melissa
Fleming or Stephane Dujarric.
