example is from the ITU, the
International
Telecommunication Union, whose
whistleblowers have, like
others, reached out to banned

"Lawfare in the
ITU / Pattern of Abuse of
Authority by the ITU
Secretary-General (Doreen
Bogdan-Martin or DBM) /
Cover-up of complaints or
investigations against her,
despite being "founded" or
"substantiated"
...ILOAT 4832 - an
example of the pattern of abuse by DBM against
a staff. DBM was on a witchhunt to
punish and discipline the staff, despite the
disciplinary chamber finding no misconduct and
recommending no sanction. Because of
DBM, the staff was demoted two grades through
DBM's alternative justice system ("lawfare"),
which the Tribunal found to be
improper. here
Abuse of a staff who was demoted 2
grades, the victim of a witch hunt by DBM,
which ILOAT found to be improper: "The
addition of another layer of investigation in
the disciplinary process, not contemplated by
the internal rules of the organization, which
may have, as it did, set aside the findings of
the advisory body provided for in these rules,
coupled with the absence of sharing with the
complainant of the new evidence gathered
during this process before a final decision on
the disciplinary measure imposed was reached,
amounted to gross procedural irregularities
that violated the complainant’s right of
defense and entitlement to due process."
