UN Two Tier System Has Tony Cronies Off Layoff Hit List Leaked to Inner City Press

UN GATE / Juba, Nov 15 – How corrupt is today's UN under Antonio Guterres? Consider South Sudan, where UN personnel stand accused of child rape on which UN spokespeople Stephane Dujarric and Melissa Fleming have refused all Press questions. On November 14 this, from a UN whistleblower sent to Inner City Press:

Dear Matthew Russell Lee, 

 On 8 October 2025, a message from USG Jean-Pierre Lacroix informed all missions of the Secretary-General’s directive to implement contingency plans under the 15% downsizing scenario, including the execution of staff reduction measures wherever applicable. 

Following this instruction, the Office of Human Resources Management (OHRM), under the leadership of ASG Martha Helena López, issued guidance that effectively dismantles the very foundation of fairness in performance management. OHRM officials were directed to treat “Fully Successful” performance as equivalent to zero value, recognizing only “Exceeding Expectations” as a positive rating. Moreover, Ms. López instructed that the long-service award, a recognition personally endorsed by the Secretary-General, be discontinued and reserved solely for staff holding continuous international appointments — thereby excluding thousands of loyal national staff who have dedicated decades of service to the Organization in their home countries.

 This regressive policy represents a grave betrayal of the UN’s core principles of equity, integrity, and justice. Under this distorted system, a staff member can only appeal if rated “Underperforming” — but not if rated merely “Fully Successful.” In other words, mediocrity is institutionalized, and excellence is silenced. Staff are now completely at the mercy of their supervisors and program managers .

Those who expose irregularities or refuse to conform to unethical instructions face certain retaliation through manipulated performance ratings, with no possibility of appeal.  For the first time in United Nations history, national staff serving in their home countries and deployed internationally are being systematically stripped of fair recognition and long-service consideration because their home country service to the United Nations is completely denied in rating . This discriminatory approach signals a profound collapse in organizational integrity and moral leadership. Staff who once served with pride and dignity now describe themselves as hostages to a culture of fear and favoritism, trapped in a system that rewards compliance over competence and loyalty over honesty.


 Even more disturbingly, the Staff Management Group (SMG) — originally intended to ensure fairness — has been assigned to conduct ratings only for lower-graded staff, effectively excluding others and centralizing judgment in the hands of a few. This two-tiered system has destroyed the principles of equality and transparency that once defined UN service.  The United Nations, once a beacon of justice and human rights, now stands on the edge of moral collapse — becoming the very symbol of inequality, suppression, and abuse of authority it was created to resist. Without urgent corrective action and genuine accountability at the highest levels, this institution risks losing not only its credibility, but also its soul.

Example: the UNMISS Leadership has failed its' Staff, as a result, staff have lost confidence and trust in its Leadership and in the ongoing CRP process. On 6 Nov, in what seems like a pre-approved list shared by the UNMISS-SMG by mistake - and now given no answers published by Inner City Press on its DocumentCloud here - details some offices with specific names of International staff, to be considered for cuts. 

 

 Guterres, they say, should end censorship. Application was made on June 19, 2025, here. Still as of October 7 no answer at all from Melissa Fleming or Stephane Dujarric. Totally corrupt. Watch this site.
