/ Bangui, Nov 18 – How corrupt
is today's UN under Antonio
Guterres? Consider first South
Sudan, where UN personnel
stand accused of child rape on
which UN spokespeople Stephane
Dujarric and Melissa Fleming
have refused all Press
questions. Now the same in the
Central African Republic. On
November 18 this, from a UN
whistleblower sent to Inner
City Press:
Dear Matthew
Russell Lee,
Following the decision of the UN
Secretary-General to implement the Contingency
Plan at a 15% rate to address the liquidity
crisis, MINUSCA launched a downsizing exercise
on 29 October 2025. The results are expected
to be released shortly. Staff had been assured
by the United Nations that no new recruitment
would take place during this process, with all
available positions reserved for candidates
identified by the Staff Management Group (SMG)
through the ongoing Comparative Review.
Nevertheless, in early November 2025, and
under instructions from the mission’s Special
Representative of the Secretary-General
(SRSG), MINUSCA recruited Joel Pierre Ndoli, a
Belgian-Rwandan national, as Public
Information Officer. This decision constitutes
not only a flagrant violation of established
procedures, but also a case of favoritism
toward an individual who is not a professional
communicator, who moreover contributes
nothing, and whose family ties with the SRSG
raise serious questions. The international
staff of MINUSCA wonders whether this
institution has become the private shop of
Madame Rugwabiza, judging by the way she
manages it.
