Oct 16 – How corrupt is the UN
system under Antonio Guterres?
Today we turn again to UNIDO:
"Dear Matthew
Lee, We are writing to
urgently bring to your
attention serious concerns
regarding the mismanagement
and potential misappropriation
of European Union funds
allocated to the United
Nations Industrial Development
Organization (UNIDO).
Our efforts reporting Ygor
Scarcia internally to UNIDO
Human Resources and the
Internal Oversight Directorate
have gone in vain. So:
MOGADISHU,
Somalia — Ygor Scarcia, a
UNIDO official, is accused by
staff of devising an elaborate
scheme to siphon off $1.6
million in UNIDO funds
entrusted by the European
Union. Scarcia earns
approximately $20,000 monthly
at UNIDO, but reportedly
misappropriates $6,000 from
European funds each month by
submitting false invoices for
a hotel in Mogadishu that he
rarely uses, bribing hotel
staff $1,000 to cook the
records. He is also accused of
leasing an expensive office
that he seldom occupies while
suborning local employees and
his own staff to acknowledge
his presence.
Whistleblowers
from Somalia allege Scarcia
employed Somali diaspora
contacts to launder the
misappropriated UN funds,
reportedly paying them $85,000
using the International Bank
of Somalia (IBS) for illicit
transactions...
Amid a belated
inquiry Scarcia alerted his
networks to restore the funds,
reportedly paying IBS
officials $27,000 to cook the
books.. We aim to have more on
this, since UN Spokespeople
while taking public funds
refuse to answer Inner City
Press' written questions.
