is today's UN system under
Antonio Guterres and, at UNDP,
Alexander de Croo? Today Inner
City Press, banned from the UN
by Guterres with none of its
written questions answer by
Spokespeople Stephane Dujarric
and Melissa Fleming, returned
to the UNDP beat with this,
sent to it by whistleblowers:
Dear Matthew
Russell Lee: At UNDP, the OHR
Director is on annual leave
until the end of April and
will retire at the beginning
of May 2026. The UNDP Chief of
Staff, Michele Candotti, is
also wrapping up and beginning
his retirement, while still
denying that 15 staff members
inappropriately benefited from
their expatriate status as
internationally recruited
staff. We appealed to
the UNDP Administrator,
Alexander De Croo, to act on
this long-standing corruption
case. We still have the
record; all agencies and OIOS
know this fraud. But
action was not taken because
of these two senior managers’
intrusion.
The new
management needs to see this
deception and take
disciplinary measures to
recover the taxpayers'
money. The investigation
results and action were not
shared with staff as promised
by the Chief of Staff, and the
update is to staff.
Nowadays, in UNDP, we are
suffering due to relocation
and optimization
exercises. We know the
organization is facing a
budget crisis. Except
for a few favored staff, we
are not allowed to participate
in the problem-solving
efforts. Only a few have the
right to create/amend new
rules and to act erratically,
destroying defenseless staff
carriers.
In yesterday’s
UNDP BMS Optimization and
Relocation Townhall, it was
disgusting to see, as usual,
Shazma Nathwani, one of the
Double Dipper, lead the BMS
Optimization
recruitment. Shazma’s
presentation was full of
bogus. She said that 60
vacancies were abolished and
58 created. Out of 58,
without clear guidance, she
mentioned that 11 matched, and
the remaining 47 were
advertised. It is
not true because we only saw
six
advertisements.
Nepotism filled
the gap, and 47 vacancies were
presented to Shazma’s
networked
staff. In
the meeting, they briefly
showed each unit's Organogram,
which they kept for a
while. The surprise is
coming after done deal who got
which position.
Shazma ended her presentation
with loud, inexplicable
laughter. It is not easy for
most of the staff who are
impacted one way or another,
but for her, it is just
another opportunity to dismay
genuine staff who know there
may be another promotion for
her. The BMS Director
and other directors didn’t
have the power to correct
Shazma because they are
already compromised in their
honor. Because the BMS
didn’t act in accordance with
UN80, there are still a lot of
“D1 and D2” and “P5”
positions because Shazma was
instrumental at the cost of
others.
Staff were
confused when Shazma
introduced new arrangements
for GS staff placement in Bonn
and Madrid. There was a
question about why the newly
created NPSA contract modality
was excluded from this
exercise, and her reply was
nonsense: “They are not
local.” The
GS staff from other countries
are not local in Bonn and
Madrid. If that is the
case, why did UNDP create IPSA
and NPSA contract modalities
outside ICSC
guidelines?
But irregularities are common
for Shazma’s unit, we started
seeing retirees extending
their G4 given for their job
before retirement and getting
a new IPSA contract.
Shazma’s new tactic is to
circumvent the US immigration
rules.
Retires or
other favorite staff after
“DS” instead of returning
their G4 visa, they take a
break for two weeks and get
another IPSA contract with the
same G4 visa and PAD.
E.g., HQ/BMS/OSO, Planning
Specialist. Why do
retirees get two-year
contracts while the same unit
has several staff positions
abolished? We know the
retiree qualification is
different from the new IPSA
terms of reference, but it is
just nepotism.
