whistleblowers have, like
others, reached out to banned

Dear Mr.
Lee, A new complaint
about ITU has been sent to UN
Secretary-General Antonio
Guterres and senior officials,
implicating top ITU
leadership, including ITU
Secretary-General Doreen
Bogdan-Martin, the Chair of
the ITU Council, and the Chair
of its Independent Management
Advisory Committee, in serious
allegations of fraud and abuse
of public funds.
Fraudulent
Practice Involving Canvass and
Mr. Harjit Singh
Entities
Involved: Canvass, owned by
Mr. Harjit Singh, secured
multiple procurement contracts
(SSA) with ITU in 2024 for
providing legal services or
opinions. However, Mr. Singh
is not a qualified lawyer, and
Canvass lacks proper
registration or authorization
to deliver such legal
services.
Company
Registration Details: Canvass
is registered in Belgium under
activity codes 70.220
(business and management
consultancy) and 74.909
(professional, scientific, and
technical activities). These
codes do not cover legal
services, which fall under
activity codes 69.1 and
beyond. Consequently,
Canvass’s provision of legal
services is unauthorized or
illegal, since and/or if the
company provided relevant
services without being
registered for the NACEBEL
codes required in
Belgium.

Fraudulent Misrepresentation:
Canvass and Mr. Singh
misrepresented their
qualifications by entering the
SSA contracts with ITU. This
misrepresentation has led to
the unauthorized payment of
thousands of CHF for services
rendered without legal
authority. Furthermore, their
failure to disclose the lack
of registration constitutes a
severe omission, violating
ITU’s anti-fraud policies.
