UN-world system under Antonio
Guterres, who bans the Press
which investigates? This
example is again from ITU,
International
Telecommunication Union, whose
whistleblowers have, like
others, reached out to banned
Inner City Press:
In the corridors
of power at the International
Telecommunication Union (ITU)
and the International Labour
Organization Administrative
Tribunal (ILOAT), a story of
influence, manipulation, and
questionable conduct has been
brewing. At its center stands
Doreen Bogdan-Martin (DBM),
Secretary-General of the ITU,
whose alleged network of
personal relationships and
undue influence appears to
have compromised the
impartiality of the very
institution meant to uphold
justice within the UN system.
Key figures in this unfolding
drama are former ILOAT
Registrar Drazen Petrovic (DP)
and Senior HR Legal Advisor
Leonor Vilas Costa (LVC)...
As the ITU’s
Senior HR Legal Advisor, LVC
played a pivotal role in
defending the organization in
legal disputes before the
ILOAT. Following the training
session, LVC was seconded to
the ILOAT Registrar’s
Office-while still an active
ITU employee. This secondment,
which extended her influence
into the very institution
adjudicating ITU cases, was
widely seen as a glaring
conflict of interest.
Adding to the controversy, LVC
left the ILOAT before her
secondment was due to end in
spring 2025, and she did not
return to her post at the ITU.
This abrupt departure, coupled
with her unexplained absence
from both institutions, has
fueled speculation about her
role in DBM’s strategy to
manipulate legal processes and
shield her administration from
accountability.
Equally
perplexing is DP’s decision to
take early retirement at the
age of 60, a move highly
unusual for someone in a
senior UN role. The sudden
retirement of DP, along with
the earlier departure of his
successor, Ms. Mirka Dreger,
who served only 15 months as
Registrar, underscores the
fragility of institutional
integrity in the face of
unchecked power.
Antonio Guterres
is the face of unchecked
power, ordering investigative
media roughed up and banned
with no due process or appeal.
