UN-world system under Antonio
Guterres, who bans the Press
which investigates? This
example is again from ITU,
International
Telecommunication Union, whose
whistleblowers have, like
others, reached out to banned
Inner City Press:
The ITU under DBM
has become a breeding ground
for cronyism, with a selected
group of unqualified allies
and loyalists reaping the
benefits of favoritism, while
the qualified professionals
are systematically excluded.
Several cases exemplify this
troubling trend:
Antoine Dore
(AD): Dore was irregularly
brought to the BDT as Senior
Legal Advisor (P5) of DBM in
September 2019 from the GS for
two main purposes - i.e., one
was for the fraud case in the
Bangkok Office; and the other
was for the reorganization of
BDT - both of which revealed
as legal failures or errors
since the former was confirmed
by the ILOAT Judgment No. 4832
in 2024 as " errors of law"
for the related decisions,
while the latter was reported
as abuse of authority of DBM
according to the WIPO's
Notification Letter in 2024
based on investigations
undertaken upon the ILOAT
Judgment No. 4516. In spite of
such serious incompetence, he
was later promoted to Legal
Counsel (D1) who then misled
and delayed all the related
legal cases increased within
the ITU and at the ILOAT
especially relating to the
allegations against DBM with
various means: e.g., causing
to remove Head of
Investigation Unit (P5) and
second Senior HR Legal Advisor
(P4) to the ILOAT Registrar's
Office, as both were not
satisfying the plans or needs
of DBM; leading to abrogate
the relevant Service Orders
without prior developing the
procedures for any allegations
against misconducts of elected
officials - i.e., DBM - by the
Council yet (i.e., SO 24/09,
para. 27) to delay or cover-up
a series of complaints against
DBM; and misleading the
Council Chair to proceed and
even close the allegations
against DBM by inaccurate
legal interpretations and
advices despite the Chair does
not have any legal authority
in accordance with the Staff
Regulations for the elected
officials and the SO
24/09.
Stephen Bereaux
(SB): Bereaux, initially a
Deputy Director (D2) recruited
by DBM in the BDT in 2020, was
transferred to the GS as Chief
ad interim of the
Transformation Team (D1) in
2023 by retaining his D2 post
with higher salary and then
appointed as Chief ad interim
of Administration and Finance
(D2) in 2024, of which post
was abolished in 2006 by
creating two D1 posts for
Finance and Human Resource
respectively upon approval
from the Council. Yet,
defreezing the D2 post was
neither proposed nor approved
by the Council in violation of
the ITU Convention, while his
salary was not funded by
regular budget but the
Voluntary Separation Programme
(VSP) without any approval
from the Council either, which
raised questions about the
financial and procedural
rationale behind this transfer
and appointment. Moreover,
Bereaux’s contract was
manipulated to reflect
backdated changes, further
exposing irregularities in the
ITU’s HR management.
Alex Wong (AW):
Wong, who was irregularly
brought to BDT as a consultant
without any recruitment
process in 2019 by DBM that
then created a project post
(D1) for him; and then
transferred from BDT to the GS
in 2023 despite there was
neither relevant D1 post at
the GS nor approval from the
Council, which is in violation
of the ITU Convention. Then,
he was appointed to lead the
Strategic Engagement and
Initiative (SEI) Unit under
the Strategic Planning
Membership (SPM), a project
post budgeted by
extra-budgetary funds that yet
reports directly to DBM
instead of the Chief of SPM,
while his function is totally
duplicated with that in the
BDT. The creation of this role
and Wong’s subsequent
appointment bypassed standard
procedures, including Council
approval, making it a glaring
example of cronyism.
Diana
Tomimura (DT): Tomimura’s
ascent to a senior role as
Deputy to Director (D2) at 43
years old in
Radiocommunication Bureau (BR)
followed a similarly
questionable and irregular
path from P3, P4, P5 to
directly D2 in 7 years, with
her appointment bypassing
established recruitment
protocols called as " direct
recruitment" by DBM, who was
indeed taken a similar path
climbing the ladder from
intern, P5, jumping to
directly D2 at her age of 40.
DT's promotion, despite
limited experience relative to
the role by ignoring the
requirements of 25
years' experience (D2),
has further fueled concerns
about DBM’s use of key
positions to reward
unqualified allies in
violation of the rule
indicated in its Vacancy
Notice rather than ensuring
merit-based transparent
recruitment.
Nur Sulyna
Abdullah (NSA): Abdullah was
initially brought in as Chief
ad interim of the Knowledge
Development Division (DKH) in
BDT (D1) even prior to the
deadline of Vacancy Notice in
2021. She was subsequently
transferred from BDT to the GS
as a Special Advisor (D1) of
DBM in 2023, a post created
without Council approval in
violation of the ITU
Convention again, and then
selected as Chief of SPM at GS
(D2) with delaying and then
removing the vacancy
announcement prior to the
deadline and irregular
recruitment process, all of
which are further showcasing
how DBM used or abused her
authority to place loyalists
in strategic roles.
